I noticed the same behavior on my RockPi 4 B when using a weird firmware from Broadcom instead of Cypress (brcmfmac43456-sdio.bin version 7.84.17.1).

I assume the chipset must be initialized in the early userland to work properly. After encrypting the root partition the drivers can't be accessed from the early user space. davero kununu
